Romania has at its disposal 28.5 billion euros through the National Plan of Redress and Resility (PNRR), but for the citizen of the commune without running water, with improvised septic tanks or wood stoves this money means nothing. The water, sewerage and gas infrastructure, one of the most acute needs of modern Romania, remains, paradoxically, almost completely excluded from the European Redress Plan. Why? The answer is a combination of immature projects, administrative incompetence and refusals from Brussels, where gas networks are considered «too polluting», and investments in the sewerage are blocked due to lack of progress. What EU country is Romania without gas and sewerage? Where is the pressure from the town halls for the development of their communities? Romania is full of unnecessary constructions, tourist centers in the country, empty buildings made with EU money that do not use anything, but for the real needs of the country there is no money because they are not eligible expenses. Why not negotiate Romania to change the rules, how did it do it for hospitals? Romania still has hundreds of localities without functional water and sewerage networks and a low degree of connection to gas networks. At the same time, we are the country with one of the weakest performances in attracting and implementing PNRR funds in these fields. The European Commission sent Romania before the EU Court of Justice in November 2024 because it failed to comply with the Directive on collecting and purifying used water. According to official data, in 150 large urban agglomerations with over 10,000 inhabitants the wastewater collection systems do not comply with European standards. In another 154 cities, the wastewater treatment is insufficient, and in 155 cases Romania does not apply more rigorous treatments before the evacuation of water in sensitive areas.
