Why does the Government undervalue the RA-PPS buildings? Aviatori Villa 86 values ​​for the state only 3 million euros after investments that could reach 9 million euros, and on the market similar villas are sold for over 10 million euros

The government approved today, by a decision on August 21, the passage of the villa in Aviatorilor Boulevard no. 86, the former headquarters of the PNL, from the public domain in the private domain of the state, for commercial destination, thus opening the possibility of a possible sales. The building, in the administration of RA-APPS, has an area of ​​1,200 square meters and is evaluated at an inventory value of 14.46 million lei (about 3 million euros). However, the difference from the market value is significant. In the Dorobanţi-Capital area, villas with areas of 500-600 square meters are traded at prices between 4 and 6 million euros, depending on the site and the status of the building, and those directly at the boulevard have higher values. Thus, a villa of 1,200 square meters on Aviatorilor Boulevard could reach a market price of at least 8–10 million euros, almost three times higher than the inventory value established by the Government. Although the government talks about budgetary discounts, additional need for revenues and immediately appeals to new taxes for the population, undervalues ​​its properties, and when it comes to future high projects, such as the North Station, it does not come up with commercial solutions that can generate both state revenues and higher comfort for the population. The public expenses with the building in the Aviatorilor Bd were already considerable. According to the data transmitted on November 1, 2024 by the General Secretariat of the Government, the costs of the renovation works reached almost 14 million lei (about 3 million euros), according to Radio Romania Free. Investigations of Recorder.ro and G4media, however, estimated that the total value of repairs could climb to 7-9 million euros. For comparison, on the local real estate market, similar projects of reconversion of some historical buildings have reached much higher values. One United Properties sold in 2023 the One Athénée project, resulting from the restoration of the former Braiikoff house near the Romanian Athenaeum, for 24 million euros, the equivalent of about 10,000 euros/sqm. Already this rate has become a benchmark in the ultracentral area, and the «unique» buildings are already traded at even higher prices. Thus, the villa in Aviators 86, located in one of the most exclusive areas in the Capital, could become one of the most valuable properties released in the state market in recent years, if the Government will decide its sale. In the case of renting, the villa can generate between 20,000 and 40,000 euros a month for the Romanian state, if it were rented at the market price.
