After the cascade appeals, carried out for one year and two months, the Austrians from Kontron lost: the contract of over 400 million lei for the construction of a component of the government cloud was signed with the winner appointed by STS since July 2024: the consortium Metaminds / Trencadis

One of the most disputed components of the project of creating the government cloud of Romania – a contract of over 400 million lei for equipment, software and installation & configuration services – was finally awarded by the Special Telecommunications Service (STS), almost two years after the debut of the public procurement procedure, the winner being the consortium formed by the local companies. The government cloud would be the basis of a digital state transformation, a project with modest progress so far. «The association of Metaminds-Trencadis Corp has signed the framework agreement for the provision of» Internal Tic Cloud solutions and products intended to implement the government cloud, strategic project coordinated by the Romanian state. (PNRR). The auction started on November 18, 2023, and other heavy names in the industry participated in «Competition»: Vodafone, eMag, Orange but also the Austrians from Kontron – the former S&T. Sts designated in July 2025 the offer Metaminds / Kontron as a winner, in the second place being the association Kontron Services Romania- Taikun Cloud-Trend Import-Export. Compared to the estimated value of STS of 576 million lei, the consortium Metaminds / Trencadis offered 427.2 million lei, and the association led by Kontron – 453.5 million lei. In August 2024, after finding out the result of the Austrians from Kontron, assisted by lawyers from Popovici Niţu Stoica & Associates challenged the decision.
Kontron challenged Hard Sts by the appeal filed, bringing the service of the «Victory of the Procedure» and suggesting how to analyze the offers. Also, the Austrians from Kontron transmitted STS and does not actually know what a cloud computing project means, transmitting to its own evaluation of what the Romanian state has done so far in this chapter. After this appeal, STS re -analyzed the offers and decided in May 2025 that nothing changes – the winner is the same. Finally, even after new appeals filed by Kontron, the war was lost: Sts published on October 8 the announcement of the contract to Metaminds and Trencadis. According to public data, Metaminds worked in this file with the cabinet of lawyer Aman Alexandru. According to market estimates, considering the terms collected from the PNRR and the first to sign the contract, the term in which the association of Metaminds / Trencadis must complete the project is less than a year. The representatives of the winning consortium have transmitted that they will accelerate the implementation to comply with the deadlines. «We understand the importance of this project for the future of public services and we assume to work at an accelerated pace to deliver within the contractual term. This project is essential for the digital transformation of the public administration, and one of our objectives is to support the PNR's milestones that depend on the 500 million euros allocated to the entire government cloud,» Ovidiu Ghiman said. «The project» Implementation of the government cloud infrastructure «is one of the strategic initiatives of Romania in the field of digitalization of public administration, financed by PNRR-component C7: digital transformation and aims to create a unitary digital ecosystem for the public administration, in which the digital services will be hosted in a controlled environment.
The infrastructure will be implemented in four national data centers, located in Bucharest, Brasov, Sibiu, Timiş and will integrate advanced solutions for processing, storage, security, backup and automated IT infrastructures ”, said Metaminds. According to the data published by STS the contract involves the delivery of over 700 equipment (servers of various types network switches) but also software, licenses and services.
