Romania, two totally different states, in the private sector digitization simplified the affairs and sent people home, the immune state sector for digitalization and apt for employment. 10 years ago if you entered a bank you found a large number of employees, each of them having his counter, his office, his clientele. Contracts were concluded, loans were granted, risk analyzes were made, you must stand in order to be taken by an employee. Today things are different! Empty counters, empty or abolished offices, empty floors, unused for years. The staff has been very focused. What did this state of fact generated? Well, first and foremost digitalization, each bank has created its own robot that interacts with the public. Then the need to reduce costs, competition, efficiency put pressure on banks, causing them to reduce substantial staff. Here is the profit that sets the tone for the whole activity. Employees have to deliver, and whoever is not able to cope with digital challenges, leave home. We will meet the same situation when we visit an insurance company. The staff has been visibly stubborn, there are empty counters, through offices the wind blows, spaces through which he has not passed the foot of man for years. Out of 4-5 damage inspectors have left 1-2. Digitalization «cut into live meat» here. It can be interacted online with the insurance company to solve problems. We will find the contrast if we walk in a public institution, where we will find a large crowd, many officials, overloaded offices, 2-3 people revolve around a computer., Secretaries that monitor many coffee makers. Through public institution I understood: City Hall, County Council, Agency, County Directorates, Other Decentrated. The files from one desk is walking, walking on the halls with a paper in his hand. And in the public administration, progress has been made regarding the digitalization of interaction with the citizen, many of the requests can be solved online. The problem is that despite these digital progress the number of civil servants has increased. The rumor was circulating through the social-media that in an agency a function was invented, the counselor's advisor. I hope it is a joke! One fact is certain, the number of budgets has increased visibly in recent years, although, each time promised the opposite. The successions of «train ordinances», a kind of reformist jokes, had in their provisions and problems related to the decrease of the number of positions in the administration, but everything was stuck through an exceptions and derogations, all initiated by the parties in power. No party had the courage to disturb the bed of the state loyalists, whom, in fact, they also created. In private companies the shareholder is interested in reducing the costs with the staff, as they are borne by him, as long as these costs do not interest anyone, these being borne from the budget. The employer can «cut into living meat», because it is his business, it is his money, but in the state no one wants to disturb the barons in the territory, the employees of the state being paid from the taxpayer's money. In the private environment, the introduction of digitalization and artificial intelligence has meant consistent staff reductions, and in the public administration it meant additional employment. The recent personnel restructuring, initiated by the current government, are trolas from all directions of unions, by the political parties, even from those in the coalition, by the employees proposed. For parties the state institutions have become a kind of feud for hiring the nations. Each place from the state is defended as a throne, no one wants to give up. The situation of the country's finances shows us that Romania can no longer afford to pay for such a large number of employees in the public administration, which means that budgetophagy and turbobudetarism must be stopped, regardless of the electoral consequences. The private sector can no longer pay for the happy states of the state, who, for the most part, simulate the work. I conclude with a less optimistic message taken from the historian and publicist Adrian Cioflâncă: «In a state institution you will find the safest cure against optimism in terms of our chances of changing quickly and decisively.»
