The year -on -year increased by 4 % to CZK 366.6 billion. In 2022 and 2023, they grew by more than one tenth a year. The lower income dynamics not only contributed to the reduction of their share in shared taxes, whose yield decreased by CZK 3.2 billion, but also a decrease in the volume of non -investment subsidies by CZK 1.5 billion. This decline compensated for more or less one -off rise in revenue from real estate tax by CZK 9.4 billion. Even so, the total income of municipalities grew faster last year than the income of the state budget (+ 2.7 %). In 2024, the expenditures of municipalities reported almost double dynamics over income, yet the management of municipalities ended with a surplus of CZK 18.2 billion. Thus, municipalities did not use 5 % of their available income, a year earlier it was 8 %. It is gratifying that capital expenditure, which increased by 11 %year -on -year, has contributed to the growth of expenditure. This stems from the analysis of CRIF – Czech Credit Bureau made from the data of the portal www.informaceoobcich.cz, which contains summary information on municipal management. «Although the dynamics of tax revenues have decreased significantly last year, municipalities were able to increase the volume of money in their bank accounts by 8 %. Their savings grew twice as fast as their income. Czech Credit Bureau. Last year, municipalities increased the amount of money on their accounts by more than CZK 16 billion to CZK 217 billion. The bank accounts thus had an amount that corresponded to 59 % of their year -round income. The level of savings of municipalities is gradually increasing, for example in 2022 it was 56 %. Municipalities are growing savings on their bank accounts in the long term and faster than their income. Between 2019 and 2024, the savings of municipalities increased by almost CZK 80 billion, which is a growth of 57 % in five years. In the same period, their total income rose by 38 %. Unlike municipal savings, their debt decreases. At the end of last year, only 39 % of municipalities had a debt. The amount of the amount owed per capita of municipalities with debt was CZK 8,079. The income of some taxes of tax revenues fell not only influenced by the reduction of municipalities in shared taxes within the budgetary determination of taxes, but also a significant decrease in the income tax income. It decreased by 6.3 billion, respectively. 11 %. «To blame» is the fact that in 2023 the income of this tax increased by one third. A slight decline also recorded value added tax by half a billion. Of the shared taxes, only the income of natural persons (DPFO) income (DPFO) increased year -on -year. Municipalities received CZK 3.6 billion more year -on -year. “In 2024, there were some tax changes, for example, tax discounts were canceled, or a minimum assessment base for self -employed increased. The deeper decline in municipal tax revenues prevented an increase in real estate tax by 9.4 billion or 85 %. Municipalities are important, more than two thirds of all incomes of municipalities, ”adds Věra Kameníčková. Last year's tax revenues grew by 2.8 %, ie faster than tax revenues of municipalities. The volume of investment subsidies increased by 9 % year -on -year to CZK 23.4 billion, which is significantly faster than in 2023. Regions, so the municipalities helped invest in the development of municipal infrastructure by CZK 10.5 billion more than a year ago, received a total of CZK 123.1 billion. The operational surplus of CZK 91.7 billion and CZK 8.1 billion from capital income contributed significantly in the financing of investment. However, municipalities invested 18 billion less in their development than the summary of operating surplus, investment subsidies and capital income. The volume of investment of CZK 104.8 billion was more than CZK 10 billion higher than in 2023. The year -on -year increase in total income of municipalities in the amount of CZK 14.3 billion was more than half of non -tax revenue (settlement of Sberbank clients). CRIF rates evaluate the economic status of municipalities using the Irating indicator every year. The highest rating grade A in 2024 reached 1,774 municipalities, which is 28 % of the total. Another 60 % of municipalities fall within the rating of B+, B and B-. Only one percent, ie 64 municipalities, received the worst rating C-. The largest share among municipalities with the highest rating and is municipalities up to 199 inhabitants (35 %), the second highest share last year was municipalities with 200 to 499 inhabitants (30 %). The smallest municipalities have the best average rating, the worst municipalities with a population of 1,000 to 4,999. The average rating has improved year -on -year.
