The gambling industry continues to make money, but not everyone wins. Behind the businesses worth billions of lei and the profits that still fuel the image of a carefree market, the ranking of the biggest players shows a less spectacular reality: some operators are accelerating, while others are losing ground, cutting hundreds of jobs and moving from profit to loss. In an industry built on the idea of ​​chance, success seems to depend less and less on luck. The leader of the market remains the state company Loteria Română, which exceeded the threshold of 1.4 billion lei turnover in 2025, an increase of over 11% compared to the previous year. In addition, the profit rose to 256 million lei. The number of Lottery employees decreased by over 100 people in a single year, according to public data from the Ministry of Finance. Even if data for 2025 is not available in the case of Superbet, the company remains one of the biggest players in the industry, with business of over one billion lei in 2024 and a profit of over 250 million lei. In fact, last year Superbet Group changed its identity and became Super Technologies, under the simplified Super brand. Company representatives said at the time that the change comes as a result of an expanded growth vision and the goal of building scalable technology infrastructures for an industry undergoing transformation.

Intergame Select, the operator of the Million Casino brand, is one of the big winners of the gambling market in recent years. The company increased its turnover from 526.9 million lei in 2024 to 556.4 million lei in 2025, which represents an advance of approximately 5.6%. The net profit rose from 126 million lei to 133 million lei, which means an increase of almost 6%. At the same time, the data show that not all players benefited from the same dynamics. Max Bet recorded a decrease in turnover from 600 million lei to 556 million lei, and the profit decreased more than four times, from almost 42 million lei to only 10 million lei. In parallel, the company reduced the number of employees by over 130 people. The ranking also highlights the growth of some operators who have relied on online development. Unibet increased its business by almost 30%, while New Gambling Solutions had one of the fastest increases in the top, with an advance of almost 50% in turnover. New Gambling Solutions also returned to profit after losses reported the previous year. On the other hand, the market is not without difficulties. Westgate Romania went from profit to loss, reporting a negative result of
23 million lei, despite a moderate increase in income. The most difficult situation in the ranking seems to be that of Hattrick Bet. The company recorded a significant decrease in turnover, up to 132 million lei, and remained at a loss, with a negative result of over 111 million lei. In parallel, the number of employees was reduced by over 300 people. Another important conclusion is related to foreign capital in the gambling industry in Romania. With the exception of the Romanian Lottery, almost all major players are controlled by international groups from Cyprus, Malta, France, the Czech Republic, Great Britain or Croatia. Also, the ranking shows a polarization of financial performances. If at the top of the ranking there are companies with revenues of over 500 million lei, at the bottom of the list there are operators who have businesses of 200-300 million lei and face difficulties in maintaining profitability. At the same time, the ranking shows the existence of distinct business models within the same industry. At similar incomes, the profit differences are considerable. For example, Intergame Select and Max Bet reported businesses of over 550 million lei each, but the first’s profit exceeds 130 million lei, while the second’s is around 10 million lei. Similar differences appear in the case of other operators.
